Selectman Mark reviewed the Board of Finance recommendations and listed specific items proposed for transfer or use of fund balances: $99,000 for chimney siding at North Street School to finish a roof project; $14,133 to replace a lawnmower at South Street School; $190,235 for classroom and teacher Chromebook and presentation-device replacements; $67,100 for a hydraulic rescue tool; $34,578 for additional SCBA bottle replacements for the fire department; $400,000 from interest-capital funds for fire-department facility refurbishment following a study documenting safety issues; $50,000 for vehicle replacement for emergency management; $27,000 for two stand mowers for public works; $41,000 for two zero-turn mowers (transcript notes possible correction); $16,000 for irrigation renovation for DPW; $50,000 from fund balance for Main Street capital; and $125,000 in TIF fund balance for radio infrastructure.
Town counsel advised that transfers of funds above $10,000 require town-meeting approval under the charter because they move money among capital funds, and suggested holding a public informational session before the town meeting so department heads can explain the requests. The board voted to schedule the informational session at 6:30 p.m. and the town meeting at 7:30 p.m. on Dec. 29 and approved sending the listed transfers to that meeting.
The motion to approve and send the capital allocations was made and approved by voice vote; the transcript records the motion as "to approve capital allocations as read for a public informational meeting at 06:30 and for a town meeting at 07:30 on December 29." The board did not adopt individual transfers at the meeting; each item will be considered at the town meeting, where formal vote and publication requirements apply.
