Board approves emergency bid waiver to replace failed well pump at Veterans Memorial Park

The Windsor Locks Board approved an emergency bid waiver on Oct. 7 to hire Connecticut Valley Artesian Well to replace a failed irrigation well pump at Veterans Memorial Park.
Parks staff member Devin Copperway told the board the pump failed Sept. 19 and that it is an older, large-capacity unit. “The well pump is, I’m gonna say, circa 20 years old,” Copperway said, adding the town obtained three quotes that ranged from $22,994 to $31,703 and that the low bidder, Connecticut Valley Artesian Well, submitted a proposal for $22,994.79. Copperway said the parks department is concerned about turf damage if watering is delayed.
Board members confirmed the expense fits an existing capital appropriation for irrigation and maintenance rather than requiring a supplemental appropriation. A selectman moved the waiver after questions about why the waiver was needed and whether the town had funds available; the motion passed by voice vote.
The board’s action allows staff to proceed with contracting for the replacement pump and related services. Next steps discussed included scheduling the contractor’s work to minimize turf damage and completing any required paperwork to document the procurement and bid-waiver justification.
The decision was taken during the Oct. 7 regular meeting; the public works request and the motion to approve the waiver were presented in the board’s public portion of the agenda.
