Naples commission advances draft ADU ordinance to public hearing, debates lot and size limits

Gwen Harrison, planning staff, presented a proposed ordinance to allow one accessory dwelling unit (ADU) per parcel and to permit ADUs across all residential zones.
The draft would prevent both an internal and a detached ADU from being built on the same parcel simultaneously. Commissioners discussed lot size and unit size to provide guidance for the ordinance. Commissioner Chris Clark said he preferred a minimum lot size of one quarter acre to align with existing ordinances and to accommodate parking. Chair Kevin Hiatt proposed a maximum of three bedrooms and a 1,400 square foot maximum for detached ADUs, with a 750 square foot minimum.
Chris Clark moved to approve the proposed ADU ordinance for public hearing; Masen Holmes seconded. The motion carried with Aye votes recorded from Chris Clark, Kevin Hiatt and Jessy McKee. Masen Holmes was recorded as present but not voting. The commission did not set a final hearing date during the meeting.
