A Windsor Locks zoning board voted to approve variances that will allow a property to be divided into two nonconforming lots, each roughly 9,000 square feet, in a zone where the minimum lot size is 21,000 square feet.
Andrew Davies (S10) appeared as power of attorney for his mother, Claudette Davis, and said the family resurveyed a parcel originally divided in 1968 but that the older map was not filed with the clerk's office. Davies said he seeks a split to enable sale of a two‑family property the family no longer wishes to hold. "It got resurveyed," Davies said, describing efforts to document lot lines.
Staff told the board the minimum lot requirement in the zone is 21,000 square feet and that the proposed parcels — described in the hearing as roughly 9,404 and 9,477 square feet — would remain nonconforming. Staff also noted the property currently contains two buildings and that the 1968 paperwork lacked a clerk’s stamp, so the new resurvey is the controlling record for permitting.
Board members discussed precedents and potential impacts on the neighborhood before making a motion. After a motion and second, the board voted to approve variances that would allow the two parcels to be recorded as nonconforming lots. Staff reviewed next steps: sign the decisions, post them in the paper for 15 days and file with the clerk to make the approvals legally effective.
The board did not require additional conditions beyond the standard filing and publication requirements recorded by staff.
