The Dubuque Zoning Advisory Commission unanimously recommended approval of the final plat for Van Von Carowitz Place No. 2 at its July 1 meeting. The applicants, Laura and Jim Jalinsky, told the commission they propose to split a roughly 40‑acre parcel to sell a 7‑acre portion to an adjacent buyer.
Gina (staff) said the plat is before the commission because neither resulting lot would have frontage on a public or private street, a requirement of city code. Staff recommended, and the applicants requested, a waiver of the street‑frontage requirement; both lots would be accessed by an existing access and utility easement. The commission moved and seconded a recommendation to waive the street‑frontage requirement and approve the final plat.
The motion passed unanimously. The commission recorded its recommendation for the city council, which will consider final approval on July 20. No conditions beyond the granted waiver were recorded at the meeting.
The applicants and staff confirmed the buyer’s access is across an existing easement and that the waiver does not alter any easement rights. The commission noted this decision is a recommendation; final land‑division approval and any related easement documentation will be handled through the city council and subsequent platting processes.
