Conservation commission approves routine bills, tree removals and committee charter changes

The Carlisle Conservation Commission on April 9 approved routine administrative and project items.
The commission voted to pay four presented bills, including two O'Connor Ace Hardware charges for Foss Farm Community Garden work ($100.66 and $95.37), Concord Lumber for plot markers ($56.04) charged to Foss Farm Community Garden funds, and a Beaver Solutions invoice for annual maintenance of Greenough flow devices ($1,044) payable from the LSC repair and maintenance budget.
Commissioners denied a precautionary one-year extension request for DEP File #125-1192 (229 Stearns Street septic system), noting the permit does not expire until February 2028. The commission approved the removal of one dead 13-inch pine at 28 Woodbine Road with conditions to leave the stump and avoid soil disturbance. The commission also approved the removal of five dead ash trees at 242 Autumn Lane with a condition that disposal comply with Massachusetts quarantine rules for emerald ash borer-infected material.
Other actions: the commission recommended acceptance of a revised Conservation Restriction Advisory Committee (CRAC) charter (reducing membership from eight to seven, allowing public appointees if necessary, and extending terms to three years), authorized staff to assist Aileen English in obtaining a DEP certificate of compliance for 384 River Road (work not started), and appointed Commissioner Sylvia Willard as the commission’s liaison to the Cranberry Bog House project. The meeting minutes for March 12 and March 26 were approved.
