Tega Cay council adopts comprehensive plan, approves annexation, budget and contracts

The Tega Cay City Council at its April 20 meeting approved a package of legislative and administrative items, including the 20252035 Comprehensive Plan and an annexation and rezoning for a property at 1557 Hubert Graham Way.
Councilmember James D. Foltz moved to adopt Ordinance 609, the council seconded the motion and the ordinance passed unanimously. Councilmember Thomas S. Hyslip moved to approve Ordinance 610 to annex and rezone TMS 645-00-00-040 (1557 Hubert Graham Way) from York County RSF-40 to the cityR-40 zone; that motion also passed unanimously.
On procurement, staff said four companies bid for street patching and sidewalk panel repairs; the low and recommended bidder was RAM Pavement, described as meeting higher quality standards than the bid packet minimums. Council approved the recommendation after discussion about durability, vehicle weight and the budgetary effect.
Council also approved an annual intergovernmental agreement with York County for boarding municipal inmates; Mayor Pro Tempore Thomas S. Hyslip acknowledged on the record his concern that city taxpayers already contribute to county jail funding yet the city pays additional fees when it uses the facility. The motion to approve the IGA carried unanimously.
Other actions: the council approved a golf course entryway enhancement funded with Golf funds (city labor to limit contracted cost to about $11,000), approved a budget amendment to adjust household solid waste fees citing rising fuel costs, and confirmed committee appointments (Dan Geers to the Public Art Jury; Nelson Vogt to the Stormwater & Environmental Committee). The council also unanimously approved minutes from prior meetings and earlier tabled the commission voting until after new business.
The votes: all recorded motions in the meeting passed unanimously; five councilmembers were present for the votes.
Next steps: The new comprehensive plan will guide city land use through 2035; staff indicated additional project-specific steps (e.g., permitting or construction) will follow typical review processes for annexations and capital projects.
