Resident tells board animals at 176 Main persist for years and asks Planning Board to enforce

Pelligrino told the board he has run out of patience and is considering filing suit in district court against the town, the property at 176 Main Street and FRCOG.
Pelligrino asked the Planning Board to act as the enforcement officer in the matter. Member Sarah Reynolds said she would consult the town attorney to determine whether the Planning Board has authority to issue fines. Board members discussed practical ways to deliver fines if authorized, including through a police officer or by mail, and said they preferred not to hand-deliver fines themselves.
No formal enforcement action or vote occurred at the meeting; members said they would seek the attorney's guidance before deciding whether the board could issue fines or take other enforcement steps. Pelligrino characterized further legal action as a last resort if administrative remedies fail.
