The Tega Cay City Council approved renewal of an intergovernmental agreement (IGA) with York County on April 20 that governs boarding and lodging of municipal inmates at the Moss Justice Center.
Staff said the agreement mirrors the county’s terms for other municipalities but now includes automatic annual renewal unless the municipality gives notice. The county has raised the boarding fee previously charged to municipalities; staff said the per-inmate boarding fee will increase from approximately $75 per day to about $90–$92 per day, with the new rate effective July 1. The county provides calculations supporting any increase, staff said.
Several council members expressed frustration that municipalities must pay for jail use even though residents already fund the county sheriff through taxes. "It does rub me the wrong way that our residents pay for the jail ... yet we got to pay to put somebody in jail," one council member said. Despite reservations, the council voted to approve the IGA to avoid interruption in detention services and potential litigation.
City staff said the higher fee was already folded into the proposed budget for the coming fiscal year and that the agreement’s terms restrict the county from charging the city more than it charges others. No numeric vote roll call was recorded in the transcript; council recorded the motion as carrying.
