Bolton Planning & Zoning Commission adopts rewritten sign regulations, effective June 1

The Bolton Planning & Zoning Commission voted 6–0 on May 13 to amend Article XVIII (Signage) of the Bolton Zoning Regulations, adopting the rewrite presented in application #PL-26-1. The amendments are effective June 1, 2026.
The commission opened a public hearing on the proposal and received no written or oral testimony. Patrice Carson, AICP, consulting director of community development, said the update is a “complete rewrite of the sign regulations with the intent to make them easier to use for the public and businesses.” The Capital Region Council of Governments reviewed the draft and reported no apparent conflicts with regional plans or neighboring towns.
Vice Chair Kawan Gordon thanked commissioners and staff, describing the revisions as “thoughtfully considered, content-neutral, and less restrictive.” With that endorsement, Chairman Tom Manning moved to adopt the amendments and Marilee Manning seconded. The motion carried 6–0–0; voting members recorded present were Tom Manning, Kawan Gordon, Ellen King, Eric Loveland, Marilee Manning and alternate Rhea Klein, who was seated for an absent commissioner.
The adopted changes will replace the town’s existing sign rules with a reorganized, user-focused regulation text. The commission did not record any amendments to the presented text during the meeting.
The commission’s action on Article XVIII will take effect on June 1, 2026. Staff will incorporate the updated language into the town code and make the revised regulations available to the public.
