Bolton PZC recommends Herrick Park soccer fields and walking track to Board of Selectmen

The Bolton Planning & Zoning Commission voted 7-0 to recommend that the Board of Selectmen accept a grant-funded project to build one full-size and one junior soccer field (1.5 fields) and a crushed-stone walking track at Herrick Park; the project would not include lights or bleachers and drainage will discharge west toward lower ground.
The Bolton Planning & Zoning Commission unanimously recommended that the Board of Selectmen accept plans to develop soccer fields and a walking track at Herrick Park.
First Selectman Rodney Fournier presented the proposal, saying grant funding has been secured for one full-size field and a junior field (totaling 1.5 fields), with a crushed-stone walking track around the fields, a parking area, no bleachers planned and no field illumination. Fournier said drainage from the fields would be directed toward the west side of the site and that abutters have been notified.
Chairman Tom Manning moved that, in accordance with Conn. Gen. Stat. Sec. 8-24 (municipal improvements), the PZC review the town request and recommend acceptance of the Herrick Park project to the Board of Selectmen. Commissioner Arlene Fiano seconded the motion. The motion carried, 7-0-0.
Commissioners noted that the Inland Wetlands commission reviewed the project and did not hold a public hearing because the proposed work is outside the upland review area and does not directly impact wetlands. Fournier said the Board of Selectmen will take up the proposal and hold a public hearing.
The commission’s recommendation is advisory under the 8-24 referral process; final project approval and any permitting, as well as any additional environmental or construction details, will proceed through the Board of Selectmen and relevant town review bodies.
