Pottawattamie County board approves inspector contract for Trailblazer CO2 pipeline

The Pottawattamie County Board of Supervisors voted to hire Snyder & Associates to provide inspector services for the Trailblazer CO2 Pipeline and authorized the Chair to sign the contract.
County staff and the Board discussed scope and cost management for pipeline inspection services. During April the Board approved an agreement with Snyder & Associates for inspector services and later set a 10 percent administrative fee on CO2 pipeline inspection invoicing to recover county administrative expense.
The inspector contract will perform on‑site, project‑specific inspection work and reporting required by the county’s oversight obligations. County Engineer Andy Wicks and Planning & Development staff will manage the contract and invoice review; Snyder & Associates will provide technical oversight and field inspection expertise during pipeline construction and testing phases.
Board members emphasized that the contract and the administrative fee were intended to ensure the county can cover staff time and administrative costs associated with managing third‑party inspections of a major pipeline project. The Board approved the contract motions unanimously and directed staff to implement invoicing and reporting procedures for inspection work.
