Pottawattamie County supervisors approve 2026–27 appropriations, service contracts and permits

The Pottawattamie County Board of Supervisors adopted Appropriations Resolution No. 40-2026 on June 23, 2026, setting appropriations for each office and department for the fiscal year beginning July 1, 2026. Chair Brian Shea put the measure to a roll-call vote and the resolution passed; the resolution notes appropriations become effective July 1, 2026, and that appropriations lapse June 30, 2027.
In the same session the board approved a Rural Transit System Joint Participation Agreement with SWIPCO providing $6,000 in funding, and authorized signatures on law enforcement service contracts between the county and the cities of Avoca, Carson, Crescent, Hancock, Macedonia, McClelland, Minden, Neola, Oakland, Treynor, Underwood and Walnut. Supervisors also approved a Memorandum of Understanding for 911 telecommunicator positions by roll call (AYES: Shea, Wichman, Miller, Jorgensen, Jones).
Supervisor Tim Wichman moved and the board unanimously agreed to continue the request-for-proposals process for the design and construction of a new jail and sheriff’s office, directing that bids be solicited to cover Phases 1, 2 and 3 of the project.
Other approvals included payment of a $5,936.96 invoice from Mid‑American Energy for a light pole at Smith Wildlife Refuge; the board noted $4,000 had been pledged by the Pottawattamie Trails Association and other donors, leaving $1,936.96 to be funded by the county. The board conditionally approved fireworks permits filed by Robert Caputo (for July 4 or July 11, weather permitting, conditional on receipt of current insurance documentation) and by Ryan Rogers (June 27), and approved a series of Assessor Office determinations: Homestead (308 recommended allowed, 4 recommended disallowed), Military (25 recommended allowed, 1 recommended disallowed), Disabled Veteran Homestead (19 recommended allowed, 1 recommended disallowed), and Family Farm (7 recommended allowed, 4 recommended disallowed).
The board conducted a closed session under Iowa Code 20.17(3) to discuss labor negotiations and later returned to open session. The meeting adjourned at 11:31 a.m.; the minutes were approved June 30, 2026.
