Commission issues Negative 3 determination for Hidden Ponds Drive lot, requires monuments and erosion controls

The East Longmeadow Conservation Commission on April 8, 2026 considered RDA-2026-02, a Request for Determination of Applicability filed by Global Homes Properties for 12 Hidden Ponds Drive. Paul Smith presented the project and said the lot is presently undeveloped. Chair Elizabeth Stoughton asked the applicant to locate permanent limit-of-work monuments on site; Smith said none were visible.
Smith questioned why additional approval was required if the lot had previously been subject to an Order of Conditions. Chair Stoughton clarified that the lot remains subject to a Subdivision Order of Conditions, which requires additional review. Vice Chair Jason Gumpert asked what is planned for the area leading up to the proposed limit-of-work line; Smith said it will be lawn and that no additional trees are proposed for removal.
After discussion the Commission closed the public hearing and set special conditions: locate permanent limit-of-work monuments, maintain an erosion-control line consisting of silt fence throughout construction, and install a track pad. Clerk Thomas O’Brien moved to issue a Negative 3 determination with the noted conditions; Commissioner Megan Logan seconded and the motion carried unanimously, five in favor, zero opposed, zero abstentions. Chair Stoughton reminded the applicant that two maple trees at the front of the lot are part of the subdivision plan and must remain on site.
The Negative 3 determination clears the Commission's concern about jurisdictional resource impacts under the conditions listed; the applicant must comply with the special conditions as construction proceeds.
