Conservation Commission grants partial Certificate of Compliance for Happy Acres Lane

On April 8, 2026 the East Longmeadow Conservation Commission approved a partial Certificate of Compliance for DEP File #150-0459 covering parcels at 4, 6, 8 and 10 Happy Acres Lane. Planning and Conservation Coordinator Alex Grigorov told the Commission that, although active construction is still occurring on the parcels, the limit of work is outside any area regulated by the Conservation Commission and a partial certificate was appropriate.
Vice Chair Jason Gumpert moved to approve the request for a partial Certificate of Compliance; Clerk Thomas O’Brien seconded and the motion carried unanimously, five in favor, zero opposed, zero abstentions. The partial certification covers only the portions of the filing where the Commission’s jurisdiction has been satisfied; construction remains ongoing in other areas of the site.
The partial Certificate of Compliance allows the applicant to document completion of work in areas outside the commission’s jurisdiction while work continues elsewhere on the development.
