Chicopee conservation panel approves two Certificates of Compliance and names representative for zoning overhaul review

Staff reported no work was performed and that the business had relocated; Charles Payne moved to approve the Certificate of Compliance, Mateusz Kurc seconded, and the motion passed 5‑0.
For NOI 19‑001 covering 0 and 63½ Main St., Robert Libera requested a Certificate of Compliance for an Order of Conditions issued Sept. 16, 2019 for a proposed indoor soccer complex by Chicopee Sports Center, Inc. Staff said no work occurred and the proposal moved to a different site; Charles Payne moved to approve the Certificate of Compliance, Mateusz Kurc seconded, and the motion passed 5‑0.
On upcoming business, staff noted an April 15, 2026 Notice of Intent and Restoration Plan for OSJL related to an unpermitted soccer field. Charles Payne nominated Richard Valcourt to represent the Conservation Commission on the city’s Zoning and Regulation Overhaul Review Committee; Meghan Balakier seconded the nomination and the commission voted 4‑0 to approve with Valcourt abstaining from the vote. The meeting adjourned at 7:15 PM; the next meeting is scheduled for April 15, 2026.
