Sam Bailey, senior manager for economic development policy at Amazon, told Adams County commissioners during a study session that Amazon is pursuing expansion of its Prime Air drone delivery service and provided detailed information on how the operation works and the approvals it requires. The presentation, described as informational, covered aircraft specifications, safety systems, mapping and law‑enforcement coordination, customer controls and the company’s plans for community outreach.
Bailey said the company operates an FAA‑certified vehicle (the Mark 30) that weighs about 83 pounds, can carry up to a 5‑pound package roughly 7.5 miles from its fulfillment center, and typically cruises between about 60 and 74 mph with average flight times near 15 minutes. He emphasized the aircraft is fully electric and that batteries are swapped between flights rather than charged in‑place.
Why it matters: Commissioners pressed Amazon on the safety, privacy and neighborhood impacts of drone delivery and sought specifics about when drones would not operate. County staff and elected officials will need to weigh what aspects of land‑use and operational control they can require locally against the Federal Aviation Administration’s primary role over airspace.
Bailey described multiple safety measures built into Prime Air operations. The vehicles use detect‑and‑avoid systems and perform a scan of the delivery point before dropping a package; if the drone senses a child, pet or obstacle, it will "immediately abort the delivery, ascend, return to the fulfillment center" and notify the customer. Bailey also told the board that the drone does not have law‑enforcement surveillance capabilities: "we can't scan license plates… we don't look at the ground as we traverse." He said the drones’ sensors are designed to avoid obstacles and other aircraft, and that incidents that meet FAA or NTSB thresholds must be reported in the same way a small‑aircraft incident would be.
On weather and contingency operations, Amazon said delivery availability is weather‑dependent: high temperatures, winds above operational thresholds (about 30 mph), hail or other adverse conditions can remove drone delivery as a customer option. For certain in‑flight contingencies Amazon described a "safe contingent landing" (SCL) process in which flight monitors or automated systems direct the aircraft to land in a mapped public green space—generally a park or other non‑private area—so teams can retrieve the drone, usually within about 15 minutes. Bailey said some SCL events that result in contact or damage must be reported to federal authorities, while routine aborts or planned contingency landings may not require formal incident reports.
Mapping, law‑enforcement access and no‑fly zones were key subjects of commissioner questions. Amazon said it builds a "world model" of the service area using airborne LiDAR and other mapping tools, identifying tree canopies, power lines, rail corridors, hospitals and other constraints. The company said it will meet with local sheriffs’ and police offices before launch and provide them with a dashboard and viewer credentials for unmanned traffic management (UTM) so law enforcement can see flights in real time and reach out to a locally based flight monitor to suspend operations when needed. Bailey emphasized that Amazon can and does implement local no‑fly areas at the request of local public‑safety agencies.
Commissioners asked about noise, cumulative flights and the prospect of multiple commercial operators. Amazon referenced third‑party sound studies at other sites and reported that departure and arrival noise measured in the mid‑60 dB range at close range, with levels dropping to the low‑ to mid‑50s at about 500 feet, and said the exposure is typically brief. Commissioners said they were less reassured by single‑event decibel measures and urged county staff to consider the potential for increased frequency and multiple carriers operating in the same region.
On approvals and timing, Amazon told the board that while the FAA controls airspace approvals (Part 135 carrier certifications, Certificates of Authorization and environmental reviews such as NEPA assessments and FONSI findings), the county retains land‑use authority over where a paddic (Prime Air drone delivery center) could be sited. Bailey said Amazon intends to pursue FAA approvals and local outreach in Colorado and would coordinate community meetings, stakeholder briefings and law‑enforcement introductions well ahead of any launch.
What’s next: Commissioners directed staff to continue dialogue with Amazon and regional partners, to plan outreach with neighboring jurisdictions, and to consider the land‑use, operating‑hours and enforcement coordination questions that will have to be resolved before any paddic could be approved and built.
