Union City council approves pipe repairs, easements and small property purchases; grants to fund kayak launch

The Borough of Union City Council approved a series of infrastructure, property and administrative actions at its Aug. 13 meeting, including a contractor award to repair a sinkhole, retroactive easement approvals, subdivision sign‑off and acceptance of grant‑funded recreation improvements.
Streets Supervisor Bob Phillips reported a sinkhole at Municipal Lot #1 involving a failed 24‑inch clay tile and connected pipes. Two contractor estimates were presented: Mansfield at $22,295 and McLallen Construction at $23,450. Council voted to have Mansfield perform the work (motion by Councilor Steadman; seconded by Councilor Osborn); the motion carried unanimously.
The council also approved a retroactive easement and catch basin arrangement for 104 East High Street with property owner Anthony Hickey. Under the approved arrangement the property owner will dig and maintain a ditch to receive PennDOT’s new catch basin; the Borough accepted responsibility for the two catch basins and about 60 feet of connecting pipe (motion by Councilor Osborn; seconded by Councilor Kerns).
Council accepted the Erie County Planning‑approved subdivision maps to combine portions of 92 West High Street with 88 and 90 West High Street (motion by Councilor Osborn; seconded by Councilor Kerns). Council approved a retroactive purchase of a small parcel adjacent to Municipal Lot #3 (from 8 South Street) for $500, contingent on completion of a survey and solicitor paperwork (motion by Councilor Matt Joyce; seconded by Councilor Kerns).
The Solicitor will draft an easement with the American Legion to install and maintain a kayak/canoe launch along French Creek. Council approved that easement; minutes state the launch will be installed with funds from the PA Fish and Boat Commission and the PA Environmental Council (motion by Councilor Osborn; seconded by Councilor Matt Joyce).
Council approved the borough’s Minimum Municipal Obligation as recorded in the minutes (non‑uniform pension payment listed as $48,029 and $0 for the police pension; motion by Councilor Matt Joyce; seconded by Councilor Kerns). The council also agreed to change its meeting schedule to the first and third Monday at 6:30 p.m. Sept. 2024–Apr. 2025; the next meetings were set for Aug. 27 and Sept. 16, 2024.
All recorded motions in the minutes carried unanimously among the six councilors present. The meeting adjourned at 7:06 p.m.
