Board members press for clearer hiring processes as HR committee advances long‑term substitute plan
Summary
The HR committee recommended advancing six personnel items to Jan. 15, including converting a longtime day‑to‑day substitute to a long‑term contract after 89 days; some trustees criticized the practice of not advertising roles and requested formal job descriptions, salary analysis and consultant input.

The human resources committee moved to place items 1–6 on the Jan. 15 voting agenda, including a recommendation to convert a long‑time day‑to‑day substitute (identified in the meeting as Miss Smallneck) to a contracted long‑term substitute or teacher once contractual 89‑day thresholds are met for continuity in the classroom.
Several board members raised concerns that some positions have been filled without public advertising or a clear interview process. One trustee said she would not vote to approve hires that were not advertised and called for a standardized hiring process; other members said the proposed conversion is intended only to provide continuity through the school year and that the position would be advertised for a permanent hire thereafter.
The committee also discussed the district’s buildings‑and‑grounds staffing model and whether to hire a permanent director or use short‑term construction‑management services. Administration reported it has set up a presentation from Harvest, a human‑resources/organizational consultant, and members said they expect consultants to help draft job descriptions, provide salary benchmarking and advise on organizational structure.
What’s next: The HR committee will bring the personnel items and proposed job descriptions to the Jan. 15 meeting for board action; administration will circulate job postings and consultant materials to committee members in advance.
