Union City council approves sinkhole repairs, awards park trail contract and backs broadband application

Union City Borough Council on July 23 unanimously approved a series of routine and project-specific measures, including a sinkhole and storm-sewer repair in Municipal Lot #1, a contract for the Devereaux Park/French Creek Trail project, an update to its Right-to-Know policy, and a resolution authorizing an application for Broadband Ready Community designation.
The council voted to accept Mansfield’s $5,000 quote to repair, replace and reconnect pipe at a sinkhole in Municipal Lot #1, with the borough supplying pipe and fittings valued at $5,000. The motion was made by Councilor James Kerns and seconded by Councilor Steadman and carried unanimously. Streets Supervisor Bob Phillips reported that crews had put 400 gallons of dye into a storm drain near Hogan’s Alley after dye was observed entering sanitary lines to Municipal Lot #1; cameras will be used to inspect the lines and assess underground connections.
Bids for the Devereaux Park/French Creek Trail project were opened and Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded a motion to award the contract to Vavala Concrete; the motion carried unanimously.
Solicitor Wachter recommended clarifying the borough’s Right-to-Know Rules and Regulations policy to address anonymous requests. Councilor Osborn moved and Councilor Steadman seconded a motion to approve the updated language regarding anonymous requests; the motion carried unanimously.
Council also moved to adopt a resolution authorizing an application to the PBDA for Broadband Ready Community designation and appointing Erie Area Council of Governments as the borough’s Municipal Broadband Champion. Councilor James Kerns made the motion, Councilor Melissa Winkler seconded it, and the motion carried unanimously. A separate public meeting about broadband earlier the same evening had no public attendees.
Other routine items approved without recorded dissent included approval of the meeting agenda, minutes from July 9, acceptance of the Secretary’s Report, and ordering unpaid bills to be paid.
The meeting adjourned at 6:38 P.M.; an executive session on personnel and contracts followed with no action taken.
