Board accepts Riverbend Estates final plat for Phase 1, warns of drainage constraints for later phases

The Humboldt County Board of Supervisors accepted and placed on file the final plat for Riverbend Estates (Plat 1), clearing the way for the developer to start selling lots in the first phase.
Staff explained numbering and phasing for the subdivision: Plat 1 covers a smaller southern section (lots 10'0), while Plat 2 (lots 1—) will follow depending on market success. Supervisors and staff discussed drainage infrastructure: several drainage district tiles run through the proposed Phase 3 area, and staff recommended against including a pond because relocating the tiles would be costly and could create long-term drainage problems for adjoining property owners.
Board members asked about septic and water arrangements; staff said lots will rely on private wells and septic systems (minimum two-acre lots were confirmed to accommodate leach fields and offsets). The board noted the board of adjustment had previously approved the subdivision and that the final plats were in compliance for acceptance.
A motion to accept and place the Plat 1 final plat on file passed by voice vote. Staff said developers can proceed with lot sales and that any future phases requiring drainage-tile relocations will need engineering review and separate approvals.
Supervisors emphasized the need to ensure future phases do not impede drainage district functions and suggested developers should work with engineers to avoid costly fixes later.
