Commission weighs rezoning pockets of downtown B2 to residential to reduce nonconforming homes

City planner Andy Moore presented a discussion about several properties zoned B2 (central business district) that do not front Main Street and are currently single-family homes. Moore said the master plan's future land-use map suggests more nuance along the east side of the downtown, and staff proposed rezoning many of those houses to R1 residential so homeowners could more easily expand or sell properties without nonconforming-use complications.
Commissioners discussed tradeoffs: one member said a property being zoned commercial can make it more marketable, while staff said rezoning to residential would remove barriers to repairs and expansions, reduce lending friction and better reflect actual use. Staff emphasized a targeted, property-by-property process with public hearings and notifications rather than a blanket rezoning.
Commissioners indicated they preferred retaining B2 for parcels that front Main Street (high visibility) and to examine mixed-use or targeted mixed-use expansions on adjacent streets as appropriate. Staff agreed to return with a more detailed list and recommendations at the next meeting and to notify affected property owners ahead of any rezoning action.
