The Fremont City Council approved a staff recommendation to purchase roughly 20.90 acres adjacent to Substation D and also affirmed emergency spending for urgent turbine repairs at the municipal power plant.
Utility General Manager Jeff Shanahan said the parcel (listed as P2701‑39‑527 in staff materials) provides immediate access to a 69kV transmission line, a natural gas pipeline and a 12‑inch water main — all features needed for future peaking generation, emission controls and possible water pressure improvements. He described the site as strategically situated to connect generation, gas and water infrastructure and to reduce reliance on existing southeast‑side generation assets.
Council approved Resolution 2026‑058 to purchase the property at $50,000 per acre (approximately 20.90 acres) by a 7–1 vote.
Separately, staff reported that a recent turbine inspection produced approximately $315,000 in repair/change orders to restore a critical combustion gas turbine. Jeff Shanahan told council the turbine and one larger unit at the plant are among the most critical pieces of generation and that repair windows are tight because of inspection and outage scheduling. The council unanimously affirmed the utility general manager’s emergency declaration (Resolution 2026‑065) to allow the work to proceed without competitive bidding delays.
Why it matters: Fremont’s existing generating units are aging; staff said the city expects to procure peaking units (reciprocating engines or aeroderivative turbines) to meet seasonal and market requirements and that acquiring a site with direct gas and transmission access reduces future infrastructure costs. The immediate turbine repairs preserve current capacity while the city evaluates longer‑term additions.
Next steps: Staff said they will finalize closing on the parcel, proceed with site engineering and later bring RFPs to council for generation procurement and construction. Utility staff will continue to report on repair progress and any additional emergency spending required.
