Council awards overlay and viaduct rehabilitation contracts; staff to phase work to limit traffic impacts

Public Works Director Dan Gillis told the council the city received multiple bids for two pavement projects and recommended awards to the low bidders. For the N. 19th Street asphalt overlay (N. 19th from N.Y. Avenue to Smers Avenue), staff reported seven bids and recommended Hawkins Construction as the low and most reasonable bidder; council approved the award.
Gillis also presented a rehabilitation plan for the north Broad Street viaduct, a roughly 30‑year‑old structure with inspection findings including deck cracking, spalling and stressed anchor bolts. Bids for the viaduct ranged from roughly $2.5 million to $3.5 million; the consultant recommended the low bidder, JMN Construction, and council approved the award.
On the overlay, council discussed a nearby segment of 19th that is concrete rather than asphalt; staff said core samples and a design study will determine whether an overlay is feasible or whether full reconstruction is required. For the viaduct rehabilitation, Gillis said crews will restrict work to one side at a time so traffic can continue to flow and council was assured the structure has safety factors consistent with state inspection standards.
Both contract awards passed by council vote.
