Council approves letter supporting IDOT roundabout but asks agency to consider stoplight

The Denison City Council on Nov. 4 voted 4–1 to allow Mayor Pamela Soseman to sign a letter supporting an Iowa Department of Transportation proposal to study a roundabout at the Highway 59 and Arrowhead Road intersection, with Councilor Logan recording the lone no vote.
During discussion City Manager Garcia told the council the IDOT request is at an early stage and that the agency is asking only for a letter of support; Garcia said the project under discussion differs from a previously proposed design. Several council members expressed concerns about a roundabout and urged IDOT to consider a conventional traffic signal instead.
Following the 4–1 vote, Councilor Miller moved and Zupp-Smith seconded a separate motion to allow the mayor to sign the same letter while explicitly noting the council’s preference for a stoplight; that second motion passed unanimously. The council did not commit city funds to the project in either motion and noted the IDOT-led project would proceed in preliminary planning without City participation unless otherwise negotiated.
The initial motion’s roll call recorded ayes from Miller, Zupp-Smith, Curnyn and Granzen and a no vote from Logan. The council did not amend or fund the IDOT proposal; next steps remain dependent on IDOT’s project schedule and any further requests for local commitments or design input.
