Council members said the owner bore responsibility for notifying City Hall about extra containers and agreed to refund half of the requested amount ($192 requested; $96 approved). They also asked the City Attorney to review the municipal code regarding the charge.
The motion to approve the refund was made by Council Member Logan and seconded by Council Member Curnyn. Roll call recorded Ayes: Logan, Curnyn, Granzen; Nay: Zupp‑Smith. The motion carried 3‑1.
Council did not record additional policy changes beyond directing a legal review of the code.
