Denison council approves tourism contract, hires officer and signs large wellness center payment

The Denison City Council on Nov. 4 approved a set of routine items including a one-year Tourism and Convention Business Services Agreement for $42,000, the hiring of a certified police officer and a $1,298,971.73 pay application for the Crawford County Wellness Center.
Councilor Logan moved and Zupp-Smith seconded approval of the tourism contract after members of the Chamber and its board spoke in favor of the position and staff answered questions about the financials. The motion passed unanimously. City Manager Garcia was asked to work with the City Clerk and finance staff to confirm cost efficiencies for the City before final contract administration.
The council approved hiring Christopher Jochims as a certified police officer at Step 6, $35.54 per hour, effective Nov. 7, 2025 (motion by Logan, second by Granzen). Police Chief Trejo had reported the department is updating policies and said additional staffing help is needed to finish that work.
Council approved Pay Application No. 12 from Jensen Builders for the Crawford County Wellness Center in the amount of $1,298,971.73. The roll call recorded four ayes (Zupp-Smith, Logan, Miller, Granzen) and one abstention by Curnyn related to payments to Midwest Field Turf.
Other actions included: authorization for the City Manager to sign an IDOT agreement for a Surface Transportation Block Grant federal-aid swap project; approval of Supplemental Agreement No. 1 with Calhoun Burns for final design and bidding services on the Donna Reed Bridge replacement; authorization for the City Manager to sign a contract for legal services related to AFF PFAS litigation; and approval of a QTpod subscription service agreement for the municipal airport’s self-service terminal. Several motions carried unanimously as listed in the official minutes.
In reports, Library Director Meyer said the library roof project is complete and staff development continues; Public Works Director Olson updated council on concrete projects and a police-department parking base; Parks & Rec Director Ellis noted recent tree plantings and winter preparations. The meeting adjourned at 5:51 p.m.
