Fremont council approves permits, property sales and multiple contracts in March 31 meeting

The Fremont City Council at its March 31 meeting approved a package of ordinances, permits, appointments and contracts covering property sales, licensing and routine city procurement.
Among the ordinance actions, the council adopted Ordinance 5735 to sell a Saunders County parcel to Kevin and Lori Yount for $1,000,000; Ordinance 5736 to sell Parcel ID 270136118 to Seth Coates for $4,100; Ordinance 5737 to sell Parcel ID 270136131 to Victor Roeder for $38,000; and Ordinance 5738 to sell a corner parcel at 9th and Luther Road to William Chamberlain for $11,000. All four property-sale ordinances passed by recorded votes listed in the minutes (each 7-0 with one member absent where noted).
Council also processed permits and conditional-use items: the hearing on a Class C liquor license application for the Dugout Bar at 239 E 6th St produced no public comment and the council voted to make no recommendation (6-1, Vaughan opposed); the council authorized the Mayor to sign Form 50G for Satellite Keno operations at the same business (7-0). Resolution 2026-087 approving a Conditional Use Permit for indoor recreation (boxing/fitness club) at 346 S. Broad St was approved 7-0. A requested Conditional Use Permit for an institutional residential use at 749 E. 32nd St (Resolution 2026-085) was continued to the May 12 meeting.
In consent and procurement items, the council authorized the Mayor to sign the contract for the 19th Street Asphalt Overlay project with Hawkins Construction for $273,405.80 (motion passed 6-1; Horner voted Nay). The council approved a range of other consent resolutions including a 60-month fiber lease with Great Plains Communications (initial construction $33,000; $60,000 over term), a $299,100 change order with Hydro-Klean LLC for storm sewer clean out, a $420,000 electrical-conduit installation contract, a $42,000 change order for Christensen Field, CivicRec software purchase for $11,725.75, a $3,060 HVAC building management system controller replacement at Keene Memorial Library, and a $95,026.70 change order addendum for well pump servicing with the Cahoy Group.
Appointments were confirmed: the council accepted reappointments to the Port Authority Board of Commissioners (Resolution 2025-068) and consented to the mayor's appointment of Jasmine De Luna to Business Improvement District #1; Lisa Leonard was reappointed to the Dangerous Animal Appeals Commission. The council also approved building-code-board appointments and the removal of Scott Brown from that board.
Council approved a full waiver of facility and rental fees for Christensen Arena, Kitchen and Meeting Room for Archbishop Bergan High School and Fremont High School Post Prom April 17-19, 2026.
The meeting opened at 7:00 PM and adjourned at 8:28 PM. The minutes record votes and motions but contain limited detail on funding sources, project schedules or public testimony for most items.
