The Rio Grande City Commission approved Pay Application No. 2 for RP Constructors LLC covering work on the wastewater treatment plant expansion and authorized staff to seek reimbursement from the Texas Water Development Board (TWDB).
Project update: Staff and the contractor reported ongoing work on the new clarifier and chlorine contact basin, including excavation, rebar installation and concrete pours. The general contractor began work after a March notice to proceed; staff described the contractor’s current activities and said the project remains on a schedule that anticipates substantial completion in October 2027 and final completion in December 2027.
Financial and procedural details: The pay application presented to the commission covered RP Constructors’ work from April 26 through May 25 and totaled $217,968.69 (including retainage). Staff said the payment will be submitted for TWDB reimbursement and that the TWDB process has been used previously by the city for similar reimbursements.
Why it matters: The treatment-plant expansion increases capacity the city needs to accept additional collection lines and future colonia connections. Staff said monthly on-site construction meetings and routine reporting will continue.
Commission action: After a staff recommendation, the commission moved, seconded and approved the pay request by voice vote.
