The Lago Vista Planning & Zoning Commission voted unanimously to approve the comprehensive plan executive summary with specific amendments to Section 3b clarifying residential place‑type definitions and to forward the summary and supporting materials to City Council for final drafting.
A commissioner raised concerns that recent edits to the future land use map consolidated rural residential tiers and could increase potential density, with possible impacts on the city’s water supply, traffic and wildfire evacuation. The commissioner noted the city’s 2025 water master plan projects a maximum build‑out population of about 47,000 and said relaxing tier definitions could raise that number, though he did not provide a recalculation.
Ann Clater (committee member) and other commissioners responded that broader place types are intended to provide flexibility and that developers must mitigate infrastructure impacts through construction or fees. Staff cautioned that mapping iterations are time‑intensive and that categories should be settled before staff produces final maps.
To address ambiguity, the commission approved amended wording for Section 3b that commissioners read into the motion: residential large lot — “1 residence for a 2 plus gross acre lot”; residential standard lot — “1 residence for lots varying in size from 1/4 to 1.99 gross acres”; and residential high density — up to eight residences per gross acre with a carve‑out explicitly to include senior housing, assisted living and standard multifamily housing. The Chair amended the motion to direct Council to use materials compiled by CPAC, P&Z and community members in preparing the final comprehensive plan draft. That amended motion was seconded and passed unanimously.
Staff and commissioners agreed the executive summary is intentionally high level and that Council will take the summary and the compiled materials to produce a final plan for formal adoption. Staff requested Word files for edits to minimize formatting issues when updating the executive summary for the Council packet.
