Council adopts revised rules of procedure after amendments; debate over agenda placement and discipline language

After extended debate over how the city should handle agenda rights, council liaisons, and formal discipline of council members, the Lago Vista City Council adopted a condensed rules-of-procedure document with two specific additions. The adopted changes clarify that two council members may request placement of an item on a future city council agenda and that any formal censure, discipline or removal of a council member must follow the city charter, the city’s ethics ordinance and state law, and be presented on a properly posted agenda.

Councilors disagreed about whether a supermajority should be required to change the rules going forward; some members said a supermajority made the rules too rigid, while others argued that clearer, written guidance is needed to prevent future governance disputes. After the council defeated an initial motion, councilors negotiated limited language additions and voted to approve the revised rules with the two clarifying provisions. Staff will prepare a clean ordinance reflecting those additions for ratification at the next meeting packet.

Councilors emphasized the importance of clarity so that staff, council and public understand how to place items on agendas and how disciplinary issues would be handled if they arise. Several council members said the goal was to simplify the document while preserving procedural safeguards and compliance with state and charter requirements.
