The Noble County Board of Zoning Appeals approved Special Exception 604, which allows the existing 1,200‑square‑foot dwelling on a property at 1899 Westland Road to be treated as an accessory dwelling while permitting new construction of a roughly 2,000‑square‑foot primary dwelling on the same parcel.
Staff noted the plan commission is considering a change that may permit such arrangements without a public hearing; the petitioners submitted ahead of any code change. Petitioners said they built the barn‑style accessory structure first and now want to complete the larger primary residence in order to age in place near family. The proposal includes a shared driveway; staff confirmed the driveway and culvert issues will be addressed with the highway department during permitting.
Board members reviewed the findings required by the UDO and Indiana code, and after asking questions about setbacks and building permits they voted to approve the special exception. The approval is contingent on the usual building‑department permitting, required driveway fixes and adherence to any plan‑commission changes should they be adopted.
The petitioners were advised to coordinate with the building department and to secure required permits before construction begins.
