Manti council approves amended FY25-26 budget, FY26-27 proposal and updated fee schedule

Manti City Council voted unanimously on a series of budget and fee measures during its June 17 meeting.
Council approved final adjustments to the FY2025-26 amended budget to allow staff to complete the last accounts-payable cycle before the fiscal year ended; the motion to authorize those adjustments was made by Councilmember Jennifer Christiansen and seconded by Councilmember Meagan Johnson. Later in the meeting the council voted to approve the FY2026-27 budget proposal (motion by Councilmember Mary Pipes; second by Councilmember Jennifer Christiansen). The council set a formal hearing on the FY2026-27 budget for the July 1 meeting.
The council also adopted an updated fee schedule effective July 1, 2026. Key changes approved by motion include:

Key fee and rate changes explained at the meeting include an electric usage increase of 5% (from about $0.1155 per kilowatt-hour to approximately $0.1212 per kilowatt-hour) with the base charge unchanged; a water monthly base-rate increase from $33 to $35 (covering up to 7,000 gallons per month); a $2 increase to sewer charges; animal-control daily boarding fee raised from $15 to $25; and the Manti ATV ride fee increased from $99 to $125 per rider. A new family-night swim rate of $2 per person was added for Mondays between 3:00 and 5:45 p.m.
On development fees, staff and council agreed the residential water fee-in-lieu of providing water shares is currently too low; staff suggested increasing the residential fee from $2,500 to $12,500 but the council left final action pending the results of a Rural Community Assistance Corporation (RCAC) rate study for water and sewer. Manager Jason Brown told the council new meters and software should help track usage and detect leaks earlier.
