State Civil Service Commission approves referee appointment, pay-plan changes and multiple exemptions

The Louisiana State Civil Service Commission met Jan. 7 and approved a slate of personnel actions, including a resolution appointing David Boggs as an authorized referee to hear and decide appeals on behalf of the commission.
The commission amended the agenda to add the resolution and, after a roll-call vote, adopted it effective Jan. 12, 2026. The director read the resolution and cited Article 10 of the state constitution as the authority for appointing referees.
Commissioners also took action on multiple rule and policy items. The commission adopted a clarification to rule 3.1 regarding the director's duty to require agencies to implement equal employment opportunity policies and confirmed that veterans' preference is a merit factor under existing rules.
On the classification and pay plan (general circular 2025-057), the commission approved exhibits A'D and agreed to forward them to the governor for signature; exhibits E and F were approved contingent upon gubernatorial action. Compensation staff said exhibits A and B would raise minimums and maximums by 2% for medical and social-services pay schedules, with an annualized cost estimate of about $69,427.07 to bring 98 classified employees to new minimums.
A series of agency requests to exempt positions from the classified service were approved, including requests from the Capital Area Human Services District (a behavioral-therapist position), Lake Charles Harbor and Terminal District (eight positions), the Louisiana Department of Agriculture and Forestry (three poultry grader positions), the Department of Health (10 management fellows and a program manager for emergency preparedness), the Louisiana Housing Corporation (director of public affairs), and the Southeast Louisiana Flood Protection Authority (new senior projects manager). The commission also reinstated a DEQ policy to pay time-and-a-half for exempt personnel responding to emergency incidents.
The commission granted delegated authority to the director to authorize special entrance rates for specified job series and to rescind premium pay policies where corresponding adjustments are implemented. It also approved implementation of special entrance rates for State Civil Service job titles no later than July 1, 2026, subject to funding availability.
The meeting closed with the director's report and a presentation on the agency's national work on skills-based hiring, followed by recognition of Martie Mansfield's upcoming retirement. The commission then adjourned to executive session to hear appeals and personnel matters.
