State Civil Service suspends Lafourche Basin employee pending criminal proceedings

The Louisiana State Civil Service Commission on April 1 approved the suspension without pay of Anthony Jasmine Jr., an employee of the Lafourche Basin Conservation Levee and Drainage District, while criminal charges proceed.

Appeals administrator David Boggs presented the agency’s recommendation and told the commission that, according to a bill of information filed Dec. 15, 2025 in the 23rd Judicial District Court, Jasmine faces two counts of distribution (or possession with intent to distribute) of cocaine, two counts of distribution (or possession with intent to distribute) of marijuana, and 11 counts of illegal possession of a firearm while in possession of a controlled dangerous substance. Boggs said Jasmine was released from jail and that his compensatory balance is zero and his annual leave balance was 12.39 hours as of the morning of the meeting.

Commissioners moved to suspend Jasmine without pay pending resolution of the criminal proceedings. Chair (acting) and other commissioners clarified for the record that the alleged activity did not occur while Jasmine was on duty as a state employee, and the commission recorded that the suspension would begin following the depletion of any paid leave balances. The motion passed without opposition.

The commission’s action is an administrative suspension pending the criminal case; the commission did not take or announce any further disciplinary steps at the April 1 meeting. The appeals division will carry any follow-up and provide updates to the commission as required.

What’s next: The suspension remains in effect while criminal proceedings continue; the commission will consider further personnel actions only if and when additional information becomes available or the appointing authority advances formal dismissal proceedings.
