Coconino County Accommodation School District previews 2026–27 Instructional Time Model; adds Edmentum and extends project-based option to jail and JDC

On June 3, 2026, the Governing Board of the Coconino County Accommodation School District held a public hearing in Flagstaff to review a proposed Instructional Time Model (ITM) for the 2026–27 school year that preserves remote instruction and project-based learning while adding Edmentum and expanding project-based options to the Coconino County Jail School and Juvenile Detention School.
Chief Education Officer Dave Dirksen told the hearing this was the second public hearing on the ITM and that the proposal is largely the same as the 2025–26 model with two changes: "Edmentum was added to the proposed ITM following the May 6 public hearing based on a staff recommendation," and the jail and juvenile detention center were added to the list of programs that may use project-based learning.
District staff described two instructional platforms in the proposal. Under the remote platform, instruction could be delivered through Canvas, Zoom, Google Classroom and Edmentum; attendance would be recorded by whether "students who log in are counted present and students who do not log in are counted absent," Mr. Dirksen said. The project-based learning platform assigns each student a supervising teacher who helps develop a plan with weekly goals and a progress log that counts for 40% of the final grade; the supervising teacher assesses the final project with a rubric that accounts for the remaining 60%.
Mr. Dirksen listed the District entities that could use the ITM: Ponderosa High School, Tse' Yaato' High School, the online school, the Coconino County Juvenile Detention School and the Coconino County Jail School. He said attendance under the project-based option is based on whether a student shows progress and completes the weekly log; the district did not specify a numeric threshold for what constitutes "shows progress."
No members of the public offered comments during the hearing. Mr. Dirksen said that if the regular board approves the ITM, he would submit the approved model to the Arizona Department of Education after July 1 so it would be in place for the fall term. President and Superintendent Cheryl Mango-Paget adjourned the hearing at 9:29 a.m. The board’s next public hearing and regular meeting are scheduled for July 1, 2026.
