Auburndale approves developer agreements tied to sewer improvements and a roundabout

The Auburndale City Commission approved a developer agreement with OLD/DLD Development LLC for a proposed residential project of about 325 units on roughly 77 acres, while staff and the developer acknowledged that homes cannot proceed to vertical construction until required sewer improvements are permitted and operational.
Community Development Director Julie Womble said the proposed development site is on the southeast corner of Lake Van Road and State Road 559 and has Lakes District Mixed Use future land use. Womble said a utility study showed the site could not discharge to the city's collection system until the Southern Force Main re‑route and Gapway Force Main Phase II are completed, and staff therefore included provisions that the city makes no warranty as to timing of infrastructure completion.
Commissioners asked for clarification on timing and on planned intersection improvements. Interim City Manager Amy Palmer said the city is coordinating with Polk County and the developer on an agreement in which the city would fund design of a roundabout and the county would perform construction; staff said a county letter supporting the concept exists and the city attorney is reviewing an agreement.
The commission approved the developer agreement and later approved a separate amendment consenting to an assignment of a prior Gapway Grove Corporation developer agreement to Terra Nova Land Development LLC; staff said the assignment does not change terms and only substitutes the developer party as permitted under the agreement.
