The Planning Commission voted Oct. 7 to approve a tentative parcel map that divides one lot at 1441 East 7th Street into two parcels and grants exceptions and variances for reduced street frontage and rear‑yard setbacks under CEQA Class 32 (infill). Staff said the lot’s width, shape and topography make a flag‑lot configuration the practical option and recommended conditions to address engineering, grading and utility requirements prior to final map recordation.
Planner David Welch said Parcel 1 would be approximately 6,051 square feet with 16 feet of street frontage (requesting a 10‑foot rear setback rather than the 25‑foot standard) and Parcel 2 about 5,423 square feet with 69 feet of frontage and a requested 7‑foot rear setback. The applicant said the filing was for the tentative map only; future development would require grading permits and building permits, and engineering would address retaining walls and stormwater.
Commissioners asked whether known easements exist and whether the site is subject to drainage or flooding that would require upsizing stormwater infrastructure. Staff replied that easements should be identified on the final map and that grading, stormwater and flood‑control issues would be addressed administratively by engineering during the permit and final‑map process.
Vice Chair Castle moved and the commission adopted the resolution approving the tentative parcel map and variances (Resolution 2024‑16); the action will be forwarded to City Council as the notice of decision.
