Planner David Welch said the restaurant had a prior unused approval from 2019 and now proposes on‑site alcohol service with indoor hours of 8 a.m.–10 p.m. and patio hours to 9 p.m.; the floor area and seating percentage meet the municipal code threshold for restaurant service. Staff included standard conditions under City Council policy 707 plus Institute for Public Strategies recommendations for in‑person beverage‑service training and signage restricting alcohol from being taken off the patio into the parking lot.
Applicant consultant Marco Polo Cortez said the business complied with city requirements and that the police department rated the proposal a low risk (11 points). No public speakers appeared; one written comment opposing the proposal by Felino Miranda was read into the record.
Commissioners asked clarifying questions about suite numbering and exhibit details; after minor clarifications they adopted Resolution 2024‑15 approving the CUP and forwarding a notice of decision to City Council for final action.
