Middletown council approves payment to officer for K-9 care, retires K-9 Gizmo and directs K-9 fund be used for Gizmo's care

The Middletown Town Council on April 15 approved a set of motions concerning the police K-9 program.
Councilor Norm Purdue moved to authorize Clerk-Treasurer Drew Cooper to issue a payment of $6,961.50 (before taxes) from the Rainy Day Fund to Middletown Police Officer Michael Vacarro for two years and four months (425 hours) of K-9 care and training covering Jan. 1, 2012 through Apr. 30, 2014; Betty Riley seconded and the motion passed unanimously.
Purdue then moved to retire the K-9 Gizmo from Middletown Police Department service effective May 1, 2014; Riley seconded. The roll-call vote was recorded as: Gary Kendall, Shelly Kimmerling, Betty Riley and Norm Purdue voting yes and Bill Harrison voting no. The motion carried.
A subsequent motion by Purdue, seconded by Riley, authorized that remaining dollars in the Police K-9 Fund be used for Gizmo's continued feeding and medical needs. Officer Michael Vacarro will submit receipts to the Clerk-Treasurer for reimbursement. The Clerk-Treasurer is directed to issue payments from the Police K-9 Fund until the fund is exhausted, Gizmo passes away, or the council approves a new K-9 for department use. That motion passed unanimously.
The motions create an immediate payment to Officer Vacarro, retire the canine effective May 1, and preserve the remaining K-9 fund balance for Gizmo's care under officer-submitted receipts; none of the motions created a new ongoing policy beyond the stated conditions for payments.
