Council holds first reading of ordinance to regulate high-powered electric motorcycles

City staff said the ordinance would define electric motorcycles distinct from e-bikes and mopeds by power, speed and design; prohibit operation on sidewalks, parks and multi-use trails unless specifically authorized; require lighting, helmets and other safety equipment for roadway operation; set operator requirements (including a valid driver's license and age restrictions where appropriate); and establish enforcement options ranging from warnings and citations to impoundment for repeat or egregious violations. The staff report noted many riders lack licensing or safety equipment and that riders are often juveniles or unlicensed.
Staff pointed to recent state legislation and to a Department of Licensing work group created by substitute Senate Bill 6110, saying the state is expected to provide guidance by October 2027. The city attorney reviewed the proposed language to ensure consistency with applicable statutes; staff recommended the council adopt the municipal code at a future reading. Councilmembers were reminded this was a first reading and that additional comments could be made before adoption.
No vote on final adoption was taken at the June 22 meeting; the ordinance was read by title only and advanced to the next steps in the legislative process.
