Great Barrington trustees finalize response plan to historical commission ruling on Ramsdell renovation

The Great Barrington Board of Library Trustees reviewed the design‑phase work on the Ramsdell Library renovation and approved a draft response to the Massachusetts Historical Commission’s finding of “adverse effect,” Trustees said at the June 10 meeting.
Library Director Dawn Jardine, who is serving as chair of the Ramsdell Building Committee, said the committee completed the penultimate design‑phase meeting and focused in May on PDR Architects’ drafted response to the historical commission’s ruling. Jardine warned that “if the project does not win Town approval next Spring, the project will be delayed for years,” and said the committee and trustees must step up public explanation and outreach to prepare voters.
Trustees approved the general approach of the PDR draft and asked only for minor edits, including wording to state the project is greenlighted for funding as soon as the historical review is completed. The board asked staff to forward typographical corrections to PDR ahead of the architects’ Friday, June 12 meeting and to finalize the draft for circulation. Jardine said the final document will be sent to the Town Manager, the Historical Commission, the Select Board and the Massachusetts Board of Library Commissioners (MBLC) for comment, and that an MOU will be developed to guide the historic‑renovation process.
Co‑Chairs Laura Mars and Lauren Clark will attend the PDR meeting in place of past Chair Sharon Shaloo and will be added to the distribution list for project communications, trustees said. The Select Board is scheduled to address the committee’s future composition and related project items at its June 15 meeting. Trustees emphasized that outreach to explain the project and its funding timeline will be important ahead of the anticipated Spring 2027 Town Meeting vote.
The trustees also planned public outreach at the Party in the Park on June 13, where they will display building plans, distribute bookmarks directing residents to the project web page and solicit feedback from residents. The board said those activities are intended to help voters understand the project’s scope, funding status and the timeline associated with historic‑review requirements.
Next steps: trustees will finalize editorial feedback to PDR Architects, circulate the response to the Town Manager and the listed review bodies, and develop the MOU to document historic‑preservation terms before the project proceeds to construction if and when approvals are secured.
