Council approves up to $15,000 trial appropriation for July 4 parade safety measures

The council approved a trial appropriation of up to $15,000 to support additional safety measures for the July 4 parade.

Council member Martinell (motion origin noted in the record) and council members discussed a staff and Chamber request for funding to rent barricades and hire supplemental security for large-scale events. Parks and event planning staff told council a full barricade deployment was initially budgeted near $16,000 for the route, but government-contract pricing and options could reduce that to roughly $8,000 per parade; the full original request was $30,000 for two parades. Staff described logistics — roughly 4,000 linear feet of barricade (2,000 feet per side), storage and a 3–4 day deployment window — and cautioned about impacts on downtown parking, crew availability and the need to coordinate deployment times around other events.

After logistical discussion and a proposed amendment to limit the trial to the July 4 parade, the council voted to appropriate up to $15,000 for July 4 on a trial basis, to be used as the administration, police department and Chamber deem appropriate. The vote on the final motion passed 5–1. Council asked staff to conduct additional planning with businesses, police and the Chamber and to report back after the trial deployment.
