Council hears staff report on zoning changes to allow gyms, schools and new animal-care standards

Senior planner Winston Larson described the proposal as a measure to create consistency across zoning districts for comparable uses—allowing arts and vocational schools, gyms, health studios and defining animal shelter/daycare/boarding standards. Larson said the proposal includes requirements intended to address compatibility with residential areas, including inside-pen/kennel standards, setbacks from residences and waste-disposal rules.
Larson told the council the planning commission reviewed the package, held a public hearing April 23 and recommended approval. Staff recommended that council close the hearing and give the ordinance its first reading. No public testimony was recorded in the transcript and the council closed the hearing at 7:17 p.m.
Council members were offered the opportunity to ask questions; the item will return for later council action where members can adopt, amend or reject the ordinance.
