The Murfreesboro Planning Commission on July 1 recommended approval of an annexation petition and plan of services for roughly 10.97 acres along Elm Road, a property applicant G. Elm, LLC said lies in alignment with the city’s planned distribution drive.
Miss Smith, staff, described the site as north of Joby Jackson on Elm Road and adjacent to a large Prologis/FedEx facility. She told the commission the property is in the city's service infill line and urban growth boundary and that "we believe that it is consistent with our transition policy of our long range plan." Staff emphasized the action before the commission that night was limited to annexation and plan of services; any future site plan or rezoning would return to the commission for review.
Staff and applicants said development of the property would be required to extend the distribution drive that connects to Elm Farms Parkway and a signalized intersection at Joby Jackson Parkway. An applicant representative, Chase Curley of Crescent Communities, said the developer plans to move quickly "in a perfect world, we would start tomorrow," and indicated an intent to submit site and civil plans after annexation and permit processes allow.
Commissioners raised concerns about buffering where the site abuts existing residences. Staff said the applicant would provide a Type D buffer and was encouraged to add an earthen berm and additional screening at site plan review; the planning commission will have the authority to add screening or other conditions when it reviews a formal site plan.
The commission opened the public hearing; no members of the public spoke. Commissioners voted to approve the annexation petition and plan of services and asked staff and the applicant to return with a site plan showing how loading, parking and buffering will be located to reduce impacts on neighboring properties.
Next steps include processing the annexation paperwork and receiving the applicant's formal site plan and any necessary off‑site sewer easements for review.
