FREETOWN — The Board of Selectmen approved a $214,495 proposal from Riverhawk Environmental to perform municipal site feasibility and permit‑ready design services for the town’s proposed municipal complex, the board was told.
Officials said the parcel across from the elementary school requires careful pre‑construction work because portions of the property include wetlands and possible endangered‑species habitat. Riverhawk previously conducted an initial investigation on the site and was asked to outline the next stages needed to get the property permit ready.
Board members agreed the study and design work is a necessary early step; while the cost was described as substantial, presenters said the work is required before the town can advance design or construction. The board moved, seconded and approved the proposal.
Town staff said the timeline for permitting remains uncertain owing to environmental constraints and regulatory review; members emphasized that the work will bring the project closer to a concrete permitting pathway.
