Two members of the public addressed the committee during public comment. Carol Oster introduced herself as a new Bluffton-area resident with a background in affordable housing and said she is consulting locally while helping family relocate. "My background is in affordable housing," she said.
Resident and entrepreneur Rashad Rivers described his newly formed LLC, TitleRise Development Group, and asked the committee to consider his firm's capacity to support municipal projects. "I made an LLC called TitleRise Development Group... TitleRise Development Group is a Belton based project management firm that manages affordable and workforce housing from approval to completion," Rivers said. He added that his firm seeks to "solve the contractor shortage by vetting contractors locally" and to provide project management services "without adding to the municipal payroll."
Staff and a committee member invited Rivers to share contact information and suggested follow-up outside the public meeting. Staff also reminded attendees that the committee does outreach mainly through partner organizations and social media and that direct conversations with proposers or entrepreneurs could continue after the meeting.
Ending: Rivers was invited to meet with staff after the session; no formal committee action was taken on his proposal.
