Council approves promotion, consent agenda (including redevelopment agreement) and bond ordinance

The Kenilworth Borough Council approved several routine and substantive items during its meeting.

Personnel and consent items: The council approved Resolution 26-160 promoting Sergeant Shan Caverick to lieutenant, effective July 2, after a roll-call vote. Councilman Scarice moved the motion and Councilman Mororrow seconded it; the roll call in the public record showed four votes in favor and one opposed with one member excused. The consent agenda — taken in one motion and approved by roll call — included resolutions 26-161 through 26-173; that package included Resolution 26-172, the redevelopment agreement for parcels on the Nest/Onyx campus.

Bond ordinance adoption: The council opened the public hearing for Ordinance 2026-13, a bond ordinance to authorize public improvements and the acquisition of vehicles and equipment with appropriations and bonds totaling approximately $2,976,000. No member of the public spoke specifically at the ordinance hearing. The council voted to adopt the ordinance by roll call; the adoption was recorded as approved by the members present (one member excused).

Executive session and follow-up: Council moved to enter an executive session later in the meeting to discuss attorney–client privileged matters and pending or anticipated litigation; the borough attorney advised that official action could follow the closed session. Financial and operational follow-ups identified in the meeting record include finalizing bond issuance details, continued permit and redevelopment paperwork for the Nest campus, and potential staff responses to public records and noise-measurement requests from residents.
