Planning board approves minor site plan with sign-lighting limit for youth training facility

The Cicero Planning Board on July 1 approved a minor site plan for a proposed youth training facility presented by applicant Joe Marzulo, incorporating a new pickup/drop-off area, an entry canopy and extra windows on the building’s front face.

Board members said changes submitted after the prior meeting addressed earlier concerns about circulation and building transparency. Engineer Steve Kelsenos of Kel Renos Engineering told the board the drop-off was deliberately set back from the road to avoid encouraging stopping on the shoulder and because a roadway light provides illumination. Kelsenos also showed exterior finish samples and said the design keeps north/south security lighting on the rear of the building while adding a canopy and two windows on the front.

Members asked detailed questions about the proposed pole-mounted sign and its lighting. Board member Chuck noted the plan detail shows ground-mounted flood lights and recommended prohibiting ground-mounted sign lights or requiring fixtures be mounted at the top of the sign and aimed downward to prevent glare. The applicant said he will apply for a sign permit and comply with size rules.

The applicant said programs expected to use the facility include girls flag, lacrosse and youth football teams, with typical session sizes of about 15–25 participants; he also reported he has contacted an insurance broker to evaluate coverage options pending approval.

After discussion, the board moved, seconded and approved the application with standard conditions; board members present voted in favor.
