Planning commission continues hearing on 1601 Oral Street master plan

The Stayton Planning Commission on June 29 moved to continue a public hearing on a detailed master plan development application for 1601 Oral Street (land use file 11-0724) to July 27, the commission was told.

The application, submitted by JCNW Family LLC (Bill Martin), remains under active negotiation. Alan Sorum, attorney for the applicant, said the applicant has proposed changes to conditions of approval and submitted a draft form of development agreement but has not yet received written staff feedback. “We did make some proposed changes to the conditions of approval included a form of development agreement,” Sorum said, adding that it would be premature to make a full presentation without staff comments.

Staff told the commission it has modified some of the applicant’s proposed conditions and is reviewing those revisions with the city engineer; staff expects to provide updated materials to the applicant in about a week. The applicant/attorney also indicated the application includes cost outlines for detention-basin improvements and easement acquisition to convey runoff to Mill Creek, and said written responses from staff are still pending.

A commissioner moved to continue the hearing on the application submitted by JCNW Family LLC (Bill Martin) to July 27; another commissioner seconded, and the motion carried on a voice vote. The transcript records that the motion passed but does not include a roll-call tally.

The continuance will give staff and the applicant time to exchange written proposals and for staff to complete technical review with the city engineer. The commission did not receive public testimony during this agenda item and no permit decision was made at the meeting.
